take the bolt outa the terminal, go to Ace Hardware and get an 'internal star washer' to fit
I think the bolt is 10 mm, so a 3/8 should fit
washer goes over bolt, then bolt into terminal

The answer to your question is..... locktite would make a difference and would interfere with contact.

Do the cables have contact ridges/teeth where they meet the battery posts? If not, I'd put new cables on.
Ron, the main contact is made from 2 round, flat surfaces touching and the bolts being loc-tited should not make any difference. Removal will be difficult, though. TranSurgeon's idea sounds very good and easy.
