Horn wont turn off

I got a 80 Fleetwood Brougham deelegance with 21,700 orginal miles. The horn will not turn off, i pulled the fuse, but i want to fix it or get around it, since without that fuse my power locks do not work or does my power seats. very annoying to me. any ideas. where is the horn relay on this car, how hard is this problem to fix so i can replace the fuse.

Probably the most suspect is a stuck switch at the horn ring. Second is a stuck relay Third is a frayed wire.

A voltmeter or an ohm meter will help you isolate the problem.

Sorry - do not know where the relay is located.

I have a suggestion for the OP... instead of pulling the fuse (thereby disabling other things besides the horn), why not just pull the connector from the horn itself? Then you can leave the fuse in until you find the problem.

Good idea by Robin. You would want to check any possible current draw to be sure your battery does not run down if the car sits by what ever is causing the malfunction if it is further upstream from the horn itself.( use an amp meter for this.)
