Brake Pedal To The Floor

2003 3500 Express van, 15 passenger. The brake pedal intermittently goes to the floor. The mechanic put in a new master cylinder, but it doing it again. Any idea what is going on? My guess is the ABS or hydraulic booster.

Are you pushing the pedal, when it goes to the floor? Or does it do it on its own?
