Just purchased a 1991 Eagle Talon TSI AWD and the headlamps are permanently up. Does anyone know what I need to check to make them recede? Thanks.

Thanks Keith, Tried the cylinder and works with one but seems to be stuck on the other. May need to look inside to see what is holding it, or trying a little 10W40.
