'98 Neon headlight issue

Hello.

I have a 1998 Dodge Neon.  The headlights stopped working properly the
other day.  I swapped out the bulbs and fuses.  Still not working.

The headlights come on when you put the car in gear, (driving lights,
kind of dim).  You can get them to flash high beams using the turn
signal stalk, but they will not stay on high beam, only flash.

The headlight switch works in that it turns on all the running lights
and roof light.

I have been told that it is most likely the switch.  They are $109 CDN
to buy and if it is not the issue, I am out the money.

Any ideas?
