Is there a relay or a fuse that could be bad. If it is a relay where is it located

digi instrument cluster not working

On analog instrumentation there is a voltage limiter that drops vehicle battery voltage down to a steady 5 volts and that is used as the refernce voltage for the instrumentation. I think digital instrumentation must have some similar set up to obatain a fixed reference voltage to use instead of battery volatge that can be all over the place.
