Steering Column Groaning

I've got a 1991 Dodge Spirit, 4-spd auto, 151K that has only one problem.....there is a loud groaning noise coming from the steering column when the steering wheel is turned either way. It happens when the car is standing still, or moving, and is especially worse when the ambient temperature is lower...the colder the outside temperature, the louder the noise. The noise is isolated to the steering column, there is no noise coming from the steering pump itself. Is there any easy way to lubricate the column, or anywhere else that will help? Would a silicone-type aeresol spray work? thanks

there is a boot at the bottom of the column inside the car that gets dry and makes a horrible groan noise, most times you can feel the noise with your hand as you turn it, if so put some grease on the boot and let it go
