It was invoiced as an Echlin TP12 Module, but we're unsure as to what it was.

Echlin is a division/brand of NAPA/Echlin and that part # is an ignition module (by the looks of the part #).

would that be the 'transistor switch' part of the distributor, similar to the black plastic lump found in the older HEI distributors by any chance ??
where would it live in a LT1 ?

Possibly. Go on Echlin's website and have a look. Or ask the shop that did the work to explain it to you.
They charged you, they should explain what they did and why :).
