It's the multifunction switch (the turn signal lever).

Changing (or even cleaning) the multi-funtion switch is not that hard. The dealership in my town charged about $55.00 for the switch itself, and I put it in without any trouble. I have a 96. I first cleaned mine, and it fixed the problem temporarily. A few months later, I had to just buy a new one.

The only thing I would change if I had it again is to check fordpartsonline.com for the part, instead of buying from the local dealership. I've bought a few things from them and been very satisfied with the prices (though they can be hard to get on the phone).

Here is how to get to the switch:

First, unscrew the tilt steering handle and remove it. Then use a Torx driver to remove three screws from the bottom of the steering column. The plastic cover on the bottom of the steering column should just come right off. Screw the tilt steering handle back in and adjust the tilt until you can get the top part of the cover partway off (you don't have to take it all the way off). There should be three more Torx screws (a larger size, I think) holding the multi-function switch to the steering column. Take those out, and then it will be held on only by two wiring harnesses. Use a flat screwdriver to carefully pop those off. Then you can either take the switch apart and clean it or replace it with a new one. As I said, I had to do both (which is why I can remember the steps to get to the switch).
