2003 Taurus dim passenger headlight and no high beam

Thought the bulb was bad so replaced and the passenger headlamp is very dim. In low beam it's getting a little over 3 volts and in high beam mode 0 volts. Is there a headlight control module or relay that I should inspect next? If so, where is it located? There are three wires to the bulb. On should be ground and the other two should be

12volts. (RED/BLACK STRIPE, GREEN/PINK STRIPE, GREEN/LT BLUE STRIPE) Anybody have a wiring manual handy just to verify? Suspecting the RED/BLACK is 12v

What do you get drom the headlamp wires to the engine block? Sounds like a bad ground.

Tracked down all the wires -- ended up being a fuse coated with a layer of oxidation. Apprarently it was getting juice from the other side as well as partial ground. Very strange problem but the simple act of pulling and reseating the fuse fixed it right up.
