there is minimal heat coming from the floor vents,even when the temp control is set to max.no heat appears to be comming from any of the other vents. there is a small hint of coolant smell at all times ,except when the a/c is on? the windshield also fogs up with everything shut off. ??????

Low coolant = no heat (the heater core is just a small radiator). Leaking coolant = coolant smell (from inside? maybe leaking core).
coolant doesn't appear to be leaking?. checked hoses and area by heater vents and can find no moisture?.

not sure it applies but check the ground where you normally find puddles from A/C condensate... sometime leaking core will drain there.
