blend door will not change from hot to cold

1993 ford crown vic. all vacuum lines and electrical connections are working .where is the control that opens and closes the blend door? do you have to remove whole
dash to get to it?

According to the Chilton literature it is necessary to remove the instrument panel to get to the HVAC Heater Blend Door Lever. Here is a photo of the blend door lever actuator for a Crown Victoria without automatic climate control:

HOLD THE PHONE !!!!! Had some problem on my 95 Town Car; bought a new blend door actuator---problem turned out to be a bad battery. Blend door actuators are voltage sensitive; check the battery voltage directly with a volt meter, must be 12.3 or greater. Land O'Lakes Fred
