does 2-3 psi of pressure matter?

the manual says that fuel pressure should be 30-45 psi, but the reading is like 28 at idle, is that enough to be too little fuel pressure?

i tested another car and the gauge is correct (tested 33 psi and specs call for 33)

Thats pretty close, try it with the regulator vacuum disconnected too. That way you know if it can get plenty of pressure when it needs it.
