speedo/mileage dead

Just bought a M(94) Ford Escort 1.6 the car seems solid and fine, but the speedo doesn't move and the mileage counter is frozen, does this seem like a tricky job to fix?

not difficult, either broken cable or speedo head, cable is cheap or a speedo head from a breakers, neither job too tricky

Was it an ex-lease? Could be the previous owner unplugged it so the real mileage wouldn't keep adding up while he drove.

Or if from a dealer, maybe they forgot to plug it back in after dialing the odometer back a couple of hundred thousand miles
