88 Ford Truck Electrical Problem

First things first. 1988 F-350 Flatbed, I have already changed the headlight switch and a relay thinking this was the problem. The problem I'm having is when I pull on the 3 position headlight switch, the headlight come on but no running lights. The weird thing is, the first position is off the second is the running lights the third, running lights and headlights. But when I place the switch in the second position the runninglights don't come on. If I pull the switch a hair more the running lights come on but I hear a click under the hood which is the relay I already replace and it made this sound with the old one. When I pull the switch to the third and last position the running lights go out and the headlights come on. DO I HAVE A SHORT ON MY RUNNINGLIGHTS? And is that what that relay is for? To protect the headlights? I really need a explanation on what the heck is going on. I can usually figure out electrical problems but this one has me baffled!

No, according to the wiring diagram, the relay is for the marker lamps.

Marker lamps? As in parking lights or running lights. I did a volt test on all my running lights and one is only getting about 5 volts the rest are 12 volts. I also did a ohm test on all of them with the lights off and the one getting 5 volts shows an open the others are closed. I am going to trace down that line and see where the loss is coming from. There's a short somewhere and that is what I believe is causing this problem.
