Can faulty ICM affect the gas milage?

Ford F-150 4.9L 2WD, 1995 Changed ICM a year ago due to non-starting. The ICM module was after market parts. Three or four month after the replacement, the ICM seems developed similar problem as the previous one, i.e. RPM drop to

200~300 from time to time while idling, and the engine seems to drink more fuel than it used to be.

Is it possible that the ICM is dying and cause the unusually high fuel consumption?
