Is DCA4 additive in place of coolant conditioner, or in addition?

Hello all,

I'm new to diesels and slowing performing maintenance on my newly acquired 2000 Ford F-550, 7.3 L PSD.

I tested my coolant with the Fleetguard test strips, and it is a bit low, so I'll be adding the recommended amount of DCA4.

Question: Is the DCA4 in place of the "coolant conditioner" mentioned in the maintenance schedule that came with the truck? Or, after adding the DCA4, will I still need to add the coolant conditioner at the recommended interval?

On a side note, I was browsing the groups today and read about the Evans NPG coolant. It contains no water so it claims that no more testing and additives are required. It is supposed to be good for the life of the engine. Not many comments on this product. Is anyone using it in the PSD? Is it everything the manufacturer claims to be?
