You need to take this to a shop or have someone that you trust with brakes come and look at this for you. Brakes are not something to screw with if you don't have any idea what you are doing. The forward shoe is the primary shoe. It's function is to send applied energy from the wheel cylinder to the rear,or secondary shoe via the star wheel adjuster as the it makes contact with the drum. When the wheels are turning forward the secondary shoe makes most of the contact with the drum. When the wheels are turning in reverse the opposite is true. It's the reverse direction that allows the brakes to adjust. When the secondary shoe makes contact with the drum in reverse the reaction causes the lever to make contact with the star wheel adjuster. If sufficient clearance exists between the primary shoe and the drum the lever will advance one or more notches on the wheel. Problems with your brake job include:

1) Star wheel adjuster in backwards 2) Adjuster lever mounted on wrong shoe 3) Shoes mounted wrong

If you have a digital camera you can take a picture and attach it to your next post.
