Starting problem F250

I have a F250, 1990, 351, auto. If I turn the ignition switch to RUN the start relay clicks but the starter motor doesn't run at all. The battery is new and I replaced the start relay - still the same problem. Voltage at the battery terminal of the start relay is 12.7; when turning the ignition switch to RUN there is no voltage at the M- terminal of the start relay. Any idea??

Thanks in advance Wilf

Bad starter. Loose/bad ground cable from engine block Loose/bad cable from starter relay to starter

What is the voltage on the *starter* terminal of the relay when you trun the ignition switch? (that's the BIG one that goes to the starter)
