No need to prime it, just fill the resevoir with fluid and bleed the air out.

It won't turn at all or it turns hard like no power steering ?

it will turn a tiny bit but then i cannot turn it any more but when its off the ground and there isnt any pressure on the tires it turns easy but as soon as there is pressure on the tires it wont budge

Are you sure the pump is good ???

yea its a brand new pump, brand new pully, and a brand new reservoir

Brand new means nothing, I have seen brand new out of the box parts that didn't work. Did you replace the pump for the same problem you are having now ???

You can see if the pump is pumping fluid by loosening the pressure line at the pump and have someone watch while you start it up momentarily.
