Car Shuts Off When Going Through Puddle.

I have a 1995 caprice. It is a police car. Every time I go through a water puddle, the damn thing shuts right off and I have to sit there like an idiot
for 5 minutes for the thing to start back up again. I thought it may be a distributor, but I cant find the distributor on the thing. Anybody know where it is, and is this a common problem on these cars?

Check for missing splash shields around the wheel wells. Those are the rubber extentions that come down around the upper control arms.

Take a spray bottle full of water, and with engine running, squirt around until it conks out, last place squirted = first place to look
