The President submits the budget to Congress, which then changes the budget. So, the President does not determine the budget, but does have a lot of input. In addition, the President may veto the Congressional budget bills.

So, no, I am not saying that the President determines the amount of spending, although he has a lot of say in some parts of the budget (a large part of the budget, like Soc. Sec. spending is not discretionary).

However, i am saying that your claim that Bush vetoed Dim spending bills (most of the budgets that Bush had the option of vetoing came from Republican Congresses, so Dim is right) is incorrect. Only four of Bush's 12 vetos were overridden by Congress, and none of them were primarily budget laws.

I would also add that I find it hypocritical that you point out in some posts that the President is not responsible for the budget, then blame Democratic Presidents for budget deficits and give credit to Republican Presidents for budget surpluses and low taxes, while not having Bush take any responsibility for the budget deficit for the last fiscal year for which he was responsible.

However, you have yet to show that $2.2B is being sent offshore, especially considering that four of the top 10 vehicles bought with the stimulus money are Fords.

See how either/or you are? I didn't ask about 911. I'm pointing out the much broader reality of what we spend on the military, active occupations and active wars. America spends more on national defense than the reat of the world combined and that includes China and Russia.

At least 90% of Bush's stimulus money went to Europe, China and other countries to pay off the losses caused by the sub-prime loan debacle. If we hadn't done so the rest of the world was about to ban buying American financial instruments. THEN we would have seen a deep depression.

When did this become a "CARS" thread? It is the GREEN bill that is sending 2.2 BILLION of our federal tax money to those foreign corporations for R&D, dummy. Why are we giving Nissan, a Japanese corporation that does not a penny in US federal corporate income taxes, millions to make batteries for cars being made in Japan. Good for workers and taxpayers in Tennessee perhaps but not the workers and taxpayers in any other state.

Giving a single penny of the now 3 Billion "CARS" money to foreign corporations is simply one more BOs screw up, in any event.

Really? Prove that 2.2 billion dollars are being sent off-shore. Please account for the profits of the dealers, all the cars bought (note that the 4 of the top ten cars bought with the money are Fords - made in the US

The fact is if one does not have health INSURANCE that does not mean they do not receive health CARE. The fact is they do receive health CARE, it is CURRENTLY the law of the land and has been for years.

Those without INSURANCE must be treated, just like those that do have insurance, because of the Hill/Burton Act... Do a search, WBMA

What are you talking about? CARS stands for "Cars Allowance Rebate System," and is known as cash for clunkers.

Nissan's US subsidies do pay state and US income taxes, just like any other US company.

None of that money is given to any foreign corporation. Rather, that money is given to people to spend on vehicles. If you don't like that people can use the money to buy vehicles made outside the US, why not write your Representative and Senators?

What someone buying a Ford Focus made in Michigan? Some of the components are made outside of North America.

We now have a global economy. And the entire global economy is in a recession, not the US economy.

That _might_ be true on a dollar basis, but it is not true on a percentage of GDP basis. China and Russia and North Korea all spend more on a GDP basis than we do. Lots of countries spend more than we do on a percentage of GDP.
