1997 Jeep Grand Cherokee: Steering Box - cracked and bolts sheared off

There are three bolts that hold the steering box to the frame. The bolts fit through "lobes" which are an extension of the sides of the steering box. On lobe cracked and separated from the box. This left two bolts holding, and after some time they broke. The box came loose and results in complete loss of steering.

There are no service bulletins on this problem. Is this an ongoing problem in other Jeeps?

Should I expect Jeep to cover the repair cost as it is not general wear and tear?

Who should know about this potentially leathal fault?

My brother-in-law had something similar happen to his 1998 Cherokee. All 3 bolts came lose and eventually broke, causing the steering box to fall apart and leave the Jeep without any steering. Luckly his wife was trying to get from a parking spot when this happened, and not at 75 in the highway...
