Depending on where you live and depending on what laws your state (or province ) has for motor registration there are ways of finding out if the mileage was rolled back.
If your in the States and your state motor vehicle bureau passes the mileage info along to carfax, you can get that info via carfax (with an account)
If your in Canada, then most provincial license renewal forms have a section for the vehicles mileage, also your province may also have a mandatory used vehicles sellers package that will show the mileage the last time that vehicle was plated in that province.
The biggest problem comes when your buy a used vehicle from another province or State.

Javier, That is a great offer from Jerry and don't pass it by. When looking at the report observe the various locations the car has been titled and pay attention if those areas are prone to flooding (ie: anywheree along the Mississippi River). If the car has been in areas away from your local do a search in the news papers for the dates of the reports / title transfer in that areas local newpapers during that period for natural disasters. I am very causious about buying used cars and the few I've bought the sellers have had possesion of the original sticker from the dealer (my TJ did and I bought it on EBay) - a great selling point to keep with maintenance records. Another point I considered is maybe somebody in this group could address if you find a repair ticket for a gear ratio change which could have ann effect on mileage (I an not knowledgeable in this area). Good Luck and I hope your concern is for naught. When I turned in a lease vehicle once it was just several miles below the maximum and that may be your case as well. This could be the case if your car was turned in as a 'secondary' lease (I know that's a stretch). Steve in Michigan

I'm not sure, I have never done the math, but the mileage discrepancy he thinks he has would not be explained by a gear change. The descrepancy is in the right direction if the tires are large and the gears are still stock, but his trouble is almost double what the odometer says, and the gear ratios wouldn't account for this.
