The drivers side mirror on my 98 TJ needs to be adjusted every time I get in my Jeep. I noticed 2 screws on the bottom of the mirror but they seemed tight. Suggestions?

The drivers side mirror on my 98 TJ needs to be adjusted every time I get in my Jeep. I noticed 2 screws on the bottom of the mirror but they seemed tight. Suggestions?
Anybody? I could have sworn I read about this problem a few years back.
