What kind of paint?

Baby oil is good for some kinds.

You want something that is based on the same kind of chemicals as the paint was, e.g. for oil based paints an oil such as baby oil or veggie oil is good, for lacquers and varnishes you could try something like turpentine.

For acrylic paints you should use something like the based for the acrylic paints - sorry can't help, the ingredient doesn't spring to mind.

You are looking at either the part of the paint that oxidises and hardens or the part that kept it in liquid form but later evaporated.

It's probably still quite soft. Try a grey scotchbrite / mirlon pad.
