However, it could be that the chap has inferred (probably rightly)
"restricted free movement of brake components" - which is a fail. If
he's got rusty rings on his discs it's quite probably something's
jammed.

Which is why I was asking what exactly he had failed it on, replacing the
discs will not cure a sticking caliper.

It would if it's a sliding type - given that you have to remove it to
change the disc.

Not if you remove the calliper, slides, carrier et al, as a single unit.

Can this be done? And why would you, given that most will replace the pads
at the same time as the discs?

Which is why up there ^ somewhere I suggested he cure the cause of the
problem not just the symptoms!
