Renault Safrane overheats but fans ok?

My Renault Safrane RXE overheats when standing in traffic but the radiator fans appear to be working ok. I can keep it cool (ish) by turning the interior heater full on but this is not very pleasant in warm weather.

It was somewhere around Barstow, on the edge of the desert, when the drugs began to take hold. I remember "Mark Piekos" saying something like:

Blockage or pump failing. Chances are the radiator's getting blocked up with limescale or some other crap through previous owners topping it up with hard water.

When you say it overheats, do you mean from the coolant temperature gauge, or from other clues?

The temperature gauge keeps rising until it red lines. At that point I chicken out and turn the interior heater on full or switch the engine off.
