testing glow plugs, voltage drop

I am considering replacing my 02 Focus TDCI glow plugs, I have just checked this morning that voltage is being applied to the bus wire OK, however there is >200 Ohm resistance between the bus wire and ground and only a .2V drop accross the battery during power up, which leads me to believe NONE of the plugs are working.. I would expect quite a significant voltage drop if the plugs were glowing, are there any other basic checks before proceeding, I've only got a little AVO meter available. Haynes says you don't need to remove any thing else but has any one actually confirmed this in 'real life' I've got some WD40 on them.. fingers crossed the little buggers will come out, wish me 'luck' !
