Down on performance? Mistimed.

Performance normal? Auxiliary belt not tensioned properly.

On the white blocks, it's fairly easy (for a blind man) to mis-time the exhaust cam by a couple of teeth, despite the pretty clear timing marks that Volvo put on every single pulley.

They obviously didn't bother to pop out the plugs at the rear of the head and check the cuts in the cams both are level, which takes about 3 mins.

In essence, find a better mechanic.

Wouldn't this be obvious by poorer performance/heavy fuel consumption as well as overheating?

The OP clearly didn't want to overload us with information however. ;-)

You need all the symptoms to diagnose an illness. ;-)
