I am still having a problem with the IC removal. All the information is for older cars. I assumed that the 99 would be similar. I made the tool and tried to use it but nothing seems to budge and I don't want to break anything. I tried to get an independent repair shop to do it, but they say it takes at least an hour to do this and it would be weeks before they could even do it. Are they lying to me and should I just be able to remove this cluster? Is there some other "latch" besides just pulling out the cluster? I am competent and would like to do this myself. If I could actually see what I am trying to do, I could do it. Thanks again for all your help.
