Wheel quivering question

Hey guys, This is my first year with my 00 eclipse so I guess im still getting used to how it handles in different weather but lately for some reason ive noticed that whenever I go to turn my wheel either to get out of a parking space or making a slow turn from a stop sign my wheel sorta "quivers". Like it sounds like the wheels are sreaching across the pavement and every half second as im turning it sorta jerks.. anyone have an idea as to why this might be happening? Thanks!

Side Note: I just double checked the PSI in the tires and it looks good. Its interesting.. like it mainly only happends when im stopped and am turning the wheel and when I do it makes a sound as if the tire is being scraped against the ground and the wheel gets this THUNK THUNK THUNK sound/shake to it... i wonder whats up with that?

Your first post suggested a bad C-V joint or tire/wheel, but if the problem occurs when you are not rolling at all then I would look for a loose power steering belt.

hhhmmm yea it seems to be something thats happening more when the car is not moving other than me turning the wheel. Usually I notice it when im in my driveway and I turn my wheel to make a U-turn to get out. The tires seem to emit this "sscccrreeeeaaaccchhhhh" kinda sound and I have to use more force than usual to make the wheels turn.. and when doing so the steering wheel sorta quivers.

If you're sitting still and turning the wheels, the tires stick to the pavement pretty hard. Try creeping forward a little while you turn the wheel and see if the shaking goes away.

hhmm well once the car is actually rolling it doesnt seem to happen really..like when im backing up out of a parking spot and turning or just turning the wheels when the car is 100% at rest it makes the sound and quiver.. it never did it before until recently (around the time I got my timeing belt changed.. related maybe?)

Get the power steering pump belt tightened.
