Nope, "sorry bud", here's the facts. All 1999 Mustangs had 35th Anniversary badges on the fenders to commemorate the 35th Anniversary of the Mustang, they were NOT 35th Anniversary Mustangs. There were only 4628 35th Anniversary edition Mustang GT's built, which makes it a limited edition. Here is some info about the 35th Anniversary edition Mustang GT's;

Sorry, wrong, the ONLY 35th Anniversary Mustangs had a special blacked out taillight panel, and a special tu tone interior.............Regardless of the "35th anniversary" badge which each mustang got, it is not a special car without the above mentioned accruements. Only available on a select amount of GT convertibles (only)..............................
