on a 2009 nissan versa, does the 30 minute wait with a blank (rfid) key, in the "on" position, register the new key with the "key transponder ecu"?

The key code is in two parts. Half comes from a code book the key cutter has, who then puts the key in the ignition to extract the second half. Then he goes to a code setting computer and combines the code into one.
