Changing rear marker light on 2000 Maxima

A couple of weeks ago, some miscreant in a parking lot hit my 2000 Maxima and broke the driver side rear marker light. They left a note and $60 (but no name).

Anyway, the lens assembly was broken and the plastic body-colored piece next to the lens assembly was cracked as well. I have gotten the replacement parts but now I have to figure out how to install them.

The hard part is the plastic body-colored piece which is attached to a fairly large bracket. You cannot replace this piece from the outside of the vehicle. I did replace the lens from the outside.

So, it appears as if the entire bumper has to come of in order to mount the bracket. Can anybody verify if this is true? Also, if true, is this a DIY job or do I need to take it to a body shop?

BTW - the parts cost me about $75...

Miscreant? A note and $60 for the damage is much more responsibility than most drivers would take. Many (perhaps most) would just drive on.

I would be thankful for both the apology and the attempt to cover the damages...

I could care less what most drivers would do. I'm out time and money. Could this driver have done less? Of course. Did they take full responsibility? Nope. You know what you are *supposed* to do in this situation.

All I did was park right in the middle of my parking space. I'm the victim here. And I was at a function where everybody was in two rooms and could have easily been located if desired. Maybe miscreant is harsh, but I have no name to attach it to, so big deal.

Anyway, if anybody knows the answer to my question about having to remove the bumper, that would be appreciated.
