206 oil warning lamp not on with ignition

Hi, I run a small garage and noticed that the oil pressure warning lamp was not coming on ,along with all the other lights on the dash when the ign was turned on ,on a customers 206 1100 (2003). This is usually a pressure switch fault or even a bulb, but checked both and still could?nt make it work.If the switch wire was shorted on the block the light still wont come on ! After much head scratching i discovered that with this wire still connected to earth,if you start the engine the light will illuminate after 17 seconds. Tried it many times-always after 17 secs of engine running,the light will work! This is crazy! ..... What this it means is no low oil pressure warning is available until after the engine has been started and run for 17 secs-just when you need this warning most! Looked at a 99 206 1.6 and an 05 206 1.4 and they both worked in the normal way.

My questions are :

1/ Anyone else got an oil light that doesnt come on with ignition (with good pressure switch/bulb) ? 2/ What is the purpose of this delayed operation? 3/ How can it benefit the engine in any way?

Changed the pressure switch anyway,to no avail of course.Rang my local dealer and even Peugeot at Coventry,they did?nt even understand what i was talking about!-usual waste of time.
