It sounds like the fans or fan control circuit are faulty. If the engine coolant sensor is not functioning the fan will never come on. Unlike the 3.8, the 3.1 only has one fan. The wires to the coolant sensor should be black and yellow. The black is the sensor ground. The yellow should have 5 volts with the connector disconnected. The sensor should read 1365 ohms at 100 degrees F and 55 ohms at 260 F.

Shorting the temp sensor should turn on the fan - but better to use a resistor - a 56, 62, 68, or 75 ohm 1/4 or 1/2 watt will do the job and ensure you don't damage anything. With the resistor in place and the ignition on (engine running or not) you should hage 12 volts on the blue wire at the fan.

If you do and the fan does not run, try "hotwiring" the fan. If it runs then, the ground is the problem - and it is controlled by the computer and the air conditioning. Just bypassing the black wire to ground will stop the overheating.

If no power on the blue wire, check the fan relay. Terminal 85 on the relay should be "hot" with the ignition on, ( from the ignition fuse) and terminal 87 should be hot at all times. The computer grounds Terminal86, energizing the coil which puts power to terminal30. In a pinch you can put a switch across 87 to 30 to turn the fan on and off. If no power on terminal 87 you have a bad connection to the battery - possibly a bad fusible link (connects to the starter solenoid).

After you've gone through that if you have not found the problem or fixed it, let me know and we can dig deaper.

Too bad you are down in Tennessee and I'm up in Ontario. You need a good manual to trace the unit out. I gave you all the wire colours from the manual from my '95 pontiac.
