When it is fully extended check for any kinks or bends, give it a good clean with soapy water.
when it starts to dry off, spray with some water displacing spray like WD40, then wipe down with a rag with some light engine oil, or light machie oil on it.
Might not work straight away, sometimes take a couple of movement through it's full cycle.
If that doesn't work, it will require removal of the antenna, and then you can replace the flexible coil strip that pushes and pulls the antenna. If that fails it's replacement time.
had the same problem with my '95 900s.... wipe it, oil it... worked just fine.
