It turns out the ICE (Integrated Central Electronics) module was partially fried. The failure may not have had anything to do with the trailer wiring. Replacing it with a good used unit also restored my cruise control, which had quit working 6 months ago.

My Saab's turn signals stopped working today while I was working on trailer wiring. I should clarify that I've trailered with this car for years but had to replace the trailer's tail lights and, during this tinkering process, the fuse for the turn signals blew. I disconnected the trailer plug and replaced the fuse -- still no turn signals (or flashers, for that matter). There is a slight clicking sound coming from the dashboard, fainter and a bit faster than the normal turn signal or flasher sound, but no lights on the panel or the turn signals themselves; nor is any failure message displayed. The fuse and bulbs are all OK. The trailer wiring has a solid-state converter box that I suspected may have been damaged, but removing it from the circuit did not restore my turn signals. Short of taking it to the Saab dealer to troubleshoot the [expensive sounding] ICE unit, I don't know what to do next.
