Should the lower front panel under the bumper on a 1958 Golden Hawk be body color or dark gray?

Thank you Bob. So it is supposed to be gray! Does anyone one know what type of paint (semi gloss? Flat?) and what the exact color is?

I believe the inside of the "scoop" on some years was painted flat black, my car is all black though so it's not an issue for me :)
