Chipped paint on hood scoop; 98 Outback

My 98 Outback with about 120K miles is losing paint on the hood scoop. It started about 4 months ago and has progressively become worse. The blue paint seems to be chipping away and leaving faded purple-ish spots. The damage is only occurring on the hood scoop and no where else on the car.

  1. Has anyone else had this problem? Does anyone know what may have caused it to happen?

  1. Does anyone have any tips or hints on how to fix this problem? I am considering sanding and painting the piece myself.

  2. Does anyone know if the hood scoop can be purchased and replaced? It appears the hood scoop is fiberglass and the hood is metal. This makes me think that it should be pretty easy to pull the hood scoop off the vehicle to fix or replace it.
