No. They would simply need to meet Federal and/or local regulations for automotive lighting.

And those regulations say, in short.. HID is allowed in a car, if it came from the factory that way. Otherwise, it is not DOT approved.

Lots of people do it -- doesn't mean it's legal tho.

I've only gone through the lighting regs in a cursory manner. I just looked up an HID conversion company, and you're right. They only sell their kits for "exhibition" or "show" purposes.

Seems rather silly. People are using DOT approved non-HID lighting kits all the time. As long as it's done correctly.....

Along with fart exhausts, deep window tint, million watt subwoofers, and cut springs. In most areas, motor vehicle laws might as well not exist.

At least the lights can be installed and used where they don't piss everyone else off, and provide a benefit to the driver. Exhausts don't have volume controls, the stereos never seem to shut off, and heavy tint will always make it impossible for other drivers to see hand signals or to see other traffic through your car.
