Brake Question/Problem

I have a 2003 Galant and when ever it gets cold outside the brake pedal gets really hard. If I press the brake for a while it releases and the pedal acts like normal. The colder it is the longer it takes.

Has anyone had this problem before? Does anyone know what causes this?

Is there somthing that can be put in the brake fluid so it doesn't absorb moisture?

Do the brakes work OK, just really hard to push, like the engine wasn't running?

Possibly vacuum booster check valve freezing open?

All you could do (if freezing were the problem, which I doubt) is replace the fluid with DOT 5.0 silicone.
