Well, I agree with many of the points in the reference, but it is not rocket science to convert a car so it will work on alcohol- either methanol or ethanol. People have been doing it for well over half a century. Oval track racing has used alcohol fuels since the '30s. The materials are certainly available.
Yeah, efficiency is not great, but it shouldn't destroy a properly converted car.
