How does kickdown linkage bracket go on '89 Cressida?

I'm trying to reattach the kickdown linkage on an '89 Toyota Cressida and can't quite seem to make it fit.

Bear with me as I try to describe the pieces:

I know that the one piece with the grooved cam where the cable terminates, attaches to the end of the shaft for the throttle body via a notched thru hole and that the linkage snaps to the ball on this cam fitting.

However, the angled bracket that supports the cable sleeve is leaving me scratching my head.

Besides the notch where the cable sheath sits, there are 2 holes on this angled bracket. One at the tip of the stamping at the far end of the bracket, and another 90 degrees opposed that goes through a reinforcing collar.

The hole on the end of this bracket looks like it should attach to a bolt on the side of the throttle body, and in that position the cable lines up with the grooved cam that the cable end rides on, but then the other hole at the bottom of the bracket doesn't seem to line up with anything. It's *close* to a threaded hole in the head but not exactly aligned with it. Maybe there's another piece?

I'm hoping someone is familiar with this part and can advise how it's supposed to attach.
