"Stumbling" 1990 Crown Vic

My venerable land yacht, the 1990 Crown Vic, is running a little rough lately. When coasting downhill at low speeds, it seems to buck just a little bit. Not bad, but noticeable to the driver. Also cruising at low speeds, it has a skip or stumble. On hard acceleration it does great.

Car specifics: 89K miles (50K of those are mine) Stock 302 (non-HO), with Mustang headers, and air pump / smog stuff removed Spark plugs look good, no fouling, maybe indication of running a little lean (light tan color) Distributor cap and rotor recently replaced TFI module recently replaced (a $30 troubleshooting experiment!) Ford Motorsport ignition wires (40K miles) Running mid grade gas and timing advanced to about 12 degrees

Any suggestions from you Ford enthusiasts would be appreciated.
