toyota transmission question - torque converter

ended up putting a refurbished trans in my p.o.s. pickup. trans seems to work fine, but the torque converter seems to have an incredibly high stall speed - 3krpm or so, and an even higher "flare" speed.

do i presume that this is because of some hotrod conversion done to the newly painted bright red torque converter that came with it? or is there really something wrong with the trans?

in all other respects, the transmission appears to be in great shape. all ratios select positively, output bearing good. seals good. overdrive good - and clearly newly rebuilt. it just feels like it's constantly slipping in every gear with even moderate gas pedal because of the high rpm's.
