The application download is a .zip file but appears as an .exe file because it is a self-extracting zip file. The application doesn't install when it is downloaded but just offers installation when clicked. And the contents o f the file can be read with WinZip.
But ultimately any application is an .exe file.
You can go to websites and use applet or browser applications but there are malicious websites possible.
