99 Camry Power Steering Problem

99 Camry, 4 cyl with 120K. When cold turning steering wheel is difficult with either left of right turn of wheel. Once car is running for a minute or two the steering is normal with no hesitation either direction. Any experience with this problem? Power steering pump or rack assembly? Any suggestions would be appreciated.

Start out by checking the fluid level in the power steering reservoir and making sure it is full.

If the power steering drive belt has more than 60,000 miles, it may be worth changing it.

Check the condition of the u-joint of the steering shaft.

If all 3 above are good,, then try flushing the power steering fluid and replacing with new fluid.
