no dash lights / tail

1993 Corolla LE 1.77 L (Canadian); 385,000 km

The dash and console lights are not operating. (The turn signal indicators, high beam indicator, overdrive-off dash lights all work).

As well, the tail running lights don't work. (The brake lights, turn signals, 4-ways and back-up lamps are working.)

Is this possibly something simple like a relay, or is it something horribly complicated like the headlight switch?

Your suggestions would be greatly appreciated. Thanks, Jack

Blown fuse.

The lights on the instrument cluster and the tail lights share the same fuse.
